主旨：重申政府現階段並無規劃開放公務員赴大陸地區進修之政策，請各校於差勤與管理上從嚴管制，依相關法令要求所屬公務員對請假事由及赴陸原因據實以告，請  查照。
說明：
一、本局 103 年 5 月 21 日南市教人（二）字第 1030475176 號函諒達。
二、查行政院人事行政總處 103 年 5 月 9 日總處培字第 1030031966 號函及市府 103 年 5 月 19 日府人考字第 1030446866 號函略以，考量現行兩岸情勢，公務員赴大陸地區進修並不適宜，爰於政策上政府現階段並未開放公務員赴大陸地區進修，包含進入大陸地區及在臺以遠距教學或函授方式進行「入學進修」、「選修學分」、「專題研究」等進修活動。前揭公務員，係指「公務員服務法」第 24 條所稱受有俸給之文武職公務員；復依銓敘部 96 年 4 月 25 日部法一字第 0962741639 號書函規定，公立學校兼任行政職務之教師，亦為公務員服務法之適用對象。
三、請各校於差勤與管理上從嚴管制，確實依「公務員服務法」及「公務人員請假規則」等人事法令，要求所屬公務員及兼任行政職務之教師對請假事由及赴陸原因據實以告，以免違反相關人事法令。
四、如當事人於赴陸進修之初已「如實申請」並「獲學校許可」，除法令另有限制，原則上容許其進修至取得學分或學位，並請學校持續掌握進修內容；惟如學校另有安全上或其他顧慮而擬不同意當事人繼續進修，則尊重學校之處理。
五、至於各校未兼行政職務之教師得否赴大陸地區進修，依教育部 102 年 10 月 11 日臺教人（三）字第 1020131525 號函略以，......「查教師進修研究獎勵辦法第 3 條規定：『本辦法所稱進修、研究，係指教師在國內、外學校或機構，修讀與職務有關之學分、學位或從事與職務有關之研習、專題研究等活動。』......教師進修研究獎勵辦法係為鼓勵教師在國內、外學校或機構從事進修、研究所訂定，國內、外未含大陸地區，爰赴大陸地區從事進修、研究非屬現行獎勵範圍，應不得核予公假」。請各校確實向教師妥為宣導。
