臺南市 106 年萬安 40 號演習訂於 106 年 5 月 11 日 13 時 30 分至 14 時舉行，演習涵蓋臺南市、高雄市、屏東縣等三縣市，今年將實施人、車疏散和交通管制，並首度試辦「行動電話簡訊」通知防空警報，屆時警報發放後，人、車一律按規定接受憲、警、民防人員指導，確實進入防空避難處所，居(商)家應緊閉門窗及實施燈火管制。 
今年度萬安 40 號演習將實施人、車疏散避難、交通管制、緊閉門窗及燈火管制等演練，較以往不同的地方，就是內政部警政署首度試辦於演習當日 13 時 30 分利用國家災害防救科技中心(NCDR)「災害訊息廣播平台」，發送簡訊至演習區域內的所有 3G 、 4G 行動電話，通知防空警報，提醒民眾配合演習管制事項，屆時請民眾務必配合警察、憲兵及民防人員指揮(導)疏散避難，演習期間如有不聽從執勤人員指揮、勸導者，將視違規情形之輕重，依民防法第 25 條規定，處以新臺幣 3 萬元以上 15 萬元以下罰鍰。警察局再次提醒要出門的民眾，演習當日外出時，請務必注意演習時間，以免在外出過程中，被卡在路上動彈不得，造成不便。
