主旨：轉知中華民國紅心字會「紅心向日葵獎助學金」-受刑人子女獎助學金受理申請，請鼓勵受刑人之在學子女提出申請，請查照。
說明：
一、依中華民國紅心字會 106 年 2 月 24 日紅心〔一百零六〕刑字第 009 號函辦理。
二、該會為內政部立案之社團法人，從事受刑人家庭之社會服務，為國內首先針對受刑人家庭提供協助之社會福利機構；自民國七十九年起，為拓展該會服務內容，鼓勵受刑人子女努力向學，且使受刑人無後顧之憂，安心服刑，特設立向日葵獎助學金。
三、旨揭獎助學金申請簡章及申請表件可至中華民國紅心字會網頁(網址： http://www.redheart.org.tw/)下載。
