本案核定主要內容如下：
(一)國旅卡休假補助費 8,000 元限用於觀光旅遊：
１、公務人員得申請國旅卡休假補助費超過 8,000 元者。
(１)8,000 元限用於觀光旅遊行程，公務人員可於交通部觀光局（以下簡稱觀光局）規劃之產品中自由選擇參加，包括：
甲、第 1 類：參加各機關辦理之團體旅遊。
乙、第 2 類：參加旅行社辦理之團體旅遊。
丙、第 3 類：透過旅行社選購「台灣觀巴」及「台灣好行」旅遊服務網站之套裝旅遊產品等。
(２)超過 8,000 元部分，由公務人員於國旅卡特約商店自行運用。
２、公務人員得申請國旅卡休假補助費未超過 8,000 元者：不強制消費於觀光旅遊，由公務人員於國旅卡特約商店自行運用。
３、前揭觀光旅遊消費及一般國旅卡特約商店消費，均依刷卡金額核實（ 1 ： 1 ）補助。
４、為回應公務人員訴求，並配合檢核系統修正期程，行政院業請觀光局於 106 年 3 月底前完成國旅卡檢核系統之檢討，並推出第 4 類更符合個人自行規劃需求之遊程。
(二)新制辦理期間及配套事宜：
１、國旅卡新制於 106 年 1 月 1 日啟動，俟 1 月 20 日新檢核系統上線後，即可核銷領取補助。
２、學年制人員自 106 學年度（ 106 年 8 月 1 日）起實施 1 年。
三、另行政院人事行政總處就國旅卡新制及觀光局就前開「觀光旅遊行程」產品之意涵、實施方式等細節所擬具之 Q＆A ，已登載於國民旅遊卡網站（ http://travel.nccc.com.tw/chinese/index.htm ）及本府人事處網站。
四、檢附觀光局製作之國旅卡新制「懶人包」供參。
