依據臺南市政府 105 年 12 月 30 日 府人考字第 1051349269 號函辦理。

 

主旨：行政院修正「行政院與所屬中央及地方各機關公務人員休假改進措施」第三點、第五點及附表，並自一百零六年一月一日生效，請查照。

說明：

一、依據行政院 105 年 12 月 29 日院授人培字第 1050063738 號函辦理，檢附原函及旨揭修正措施、附表及修正對照表影本各 1 份。

二、 106 年 1 月 31 日前各機關退休、離職人員得不適用本措施第 5 點第 1 款第 2 目有關觀光旅遊額度之規定，其補助總額均列為自行運用額度。

三、有關國民旅遊卡新制係先行試辦 1 年，並由國家發展委員會進行滾動檢討，未來旨揭措施將配合檢討修正。

四、交通部觀光局及行政院人事行政總處就國民旅遊卡新制及「觀光旅遊」之意涵、實施方式等細節所擬具之 Q＆A ，將於近期登載於國民旅遊卡網站（ http://travel.nccc.com.tw/chinese/index.htm ）。

修正重點：

一、各行業別之刷卡消費均核實補助，無「旅行業、旅宿業及觀光遊樂業之刷卡消費，加倍補助」。

二、運用額度：

(一)自行運用額度：公務人員應於休假期間，持國民旅遊卡至交通部觀光局（以下簡稱觀光局）審核通過之「各行業別」國民旅遊卡特約商店（業別及細項分類如附表）刷卡消費，始得按刷卡消費金額予以核實補助。

(二)觀光旅遊額度：公務人員應於休假期間，持國民旅遊卡至觀光局審核通過之「旅行業」國民旅遊卡特約商店刷卡消費「觀光旅遊商品」，始得按刷卡消費金額予以核實補助。

(三)公務人員當年所具休假資格在七日以下者，其補助總額均屬自行運用額度。

(四)公務人員當年所具休假資格逾七日者，補助總額中新臺幣八千元之額度屬觀光旅遊額度；觀光旅遊額度以外之補助額度屬自行運用額度。

(五)公務人員因身心障礙、懷孕或重大傷病，於當年確實無法參加觀光旅遊，經服務機關認定者，當年補助總額均屬自行運用額度。

(六)符合第二目請領休假補助者，其休假期間前後一日於國民旅遊卡特約商店刷卡消費之交通費用，得核實併入自行運用額度之補助範圍。
