主旨：公務人員保障暨培訓委員會函以，公務人員考試錄取人員訓練期間之倫理規範，比照公務員服務法（以下簡稱服務法）及相關法令規定辦理，請查照。
說明：
一、依據本府人事處案陳公務人員保障暨培訓委員會 105 年 5 月 18 日公訓字第 1052160447 號函辦理。
二、按銓敘部 82 年 7 月 9 日 82 台華法一字第 0868706 號函釋，公務人員考試錄取人員於訓練期間，宜視為服務法所稱之公務員。現服務法主管機關銓敘部雖以 105 年 5 月 3 日部法一字第 10541015751 號令（本府 105 年 5 月 5 日府人考字第 1050383665 號函諒達），停止適用該部 82 年 7 月 9 日上開函。惟以考試錄取人員訓練期間係屬轉銜成為正式公務人員之階段，渠等於訓練期間仍可能於未來擬任職務之職場接觸政府機關相關業務，服務法揭櫫之各種義務（例如：忠實、服從、保密、保持品位、堅守崗位、經商之禁止、兼職之限制、保管文書財務之責任……等），仍宜有遵守之必要。是以，公務人員保障暨培訓委員會基於考試錄取人員訓練主管機關立場，為使渠等錄取人員有遵循準據，爰考試錄取人員訓練期間之倫理規範，仍比照服務法及相關法令規定辦理。
