主旨：公務人員撫卹法施行細則第 25 條、第 32 條、第 34 條修正條文，業經考試院於民國 105 年 5 月 4 日發布，請查照配合辦理。
說明：
一、依據本府人事處案陳銓敘部 105 年 5 月 12 日部退四字第 1054102629 號函辦理。
二、銓敘部為改善「現行因公撫卹案件須耗時查證，致延宕遺族撫卹金發給」之缺失，俾收及時照護遺族之目的，修正公務人員撫卹法施行細則第 25 條，針對受理因公撫卹申請案審定流程，改採 2 階段方式辦理；其第 1 階段係由銓敘部先按病故或意外給卹標準審定，由支給機關或服務機關本權責依前揭先行審定之標準發給撫卹金；第 2 階段則會俟銓敘部依規定完成相關審查作業後，再據以辦理最終審定事宜；請各機關配合宣導以避免遺族將第 1 階段核發撫卹金作業，誤認為最終審定結果而引起爭議。
三、各機關於辦理是類案件時，適時向遺族妥為說明；另請告知遺族如擬提起救濟，亦請俟銓敘部做出第 2 階段處分時，再行為之，以利是項新措施之實施。
