主旨：檢送考試院民國 105 年 2 月 26 日修正發布之公務人員任用法施行細則部分條文、總說明及條文對照表各 1 份，請查照。
說明：
一、依據本府人事處案陳銓敘部 105 年 3 月 8 日部法三字第 1054075382 號函辦理，並檢附原函影本 1 份。
二、旨揭任用法施行細則第 22 條第 3 項增訂各機關辦理同官等內調任低一職等職務者之送審，應敘明充分具體理由，如未敘明，銓敘部得依原送審程序，退還原送審機關重行辦理之規定。爰該部 104 年 11 月 5 日部銓三字第 10440347731 號函有關「主管人員調任最高職務列等相同之非主管職務、或 1 年內平調 2 次以上之案件，機關於送審時，均應敘明具體理由」規定，以及該部歷次函釋與上開修正規定未合者，均停止適用。
