主旨：請貴校惠予協助調查所屬學校正式教師是否皆具教師證書，若有教師資格認定之疑慮時請儘速於 105 年 4 月 30 日前函報本局，請查照。
說明：
一、依據教育部 105 年 3 月 1 日臺教師(二)字第 1050025264 號函辦理。
二、依師資培育法第 11 條第 1 項規定，大學畢業依第九條第四項或前條第一項規定取得修畢師資職前教育證明書者，參加教師資格檢定通過後，由中央主管機關發給教師證書；另依據該法第 14 條規定，取得教師證書欲從事教職者，除公費生應依前條規定分發外，應參加與其所取得資格相符之學校或幼稚園辦理之教師公開甄選，爰學校正式教師應皆取得合格教師證書。
三、惟邇來教育部接獲多起案件，多為學校正式教師因辦理退休採計教師年資時，方發現尚未取得合格教師證書，或特殊地區及偏遠地區教師證書尚未換發為一般地區教師證書卻於一般地區學校任教，致各縣市政府教育局皆須函報教師相關資料俾進行教師之資格認定及釐清程序尚未完備之責任歸屬，恐影響教師退休等相關權益。
四、爰此，請貴校於 105 年 4 月 30 日前徹底清查學校正式教師是否皆具教師證書，若有教師資格認定之疑慮時請儘速檢附該教師身分證(影本)、教師證(影本)及教師任教資歷(服務證明)等相關資料報局，俾利本局後續函報教育部補正，據以核發正式教師證書，以維護教師退休權益。
