一、本市擁有得天獨厚與悠久歷史的文化古蹟，蘊含著豐沛人文藝術與自然生態資源，為使本市之歷史文化得以傳承、發揚與再造，讓家鄉之美直接悸動人心。
二、「觀光樂園」是市政建設的四大願景之一，其中「觀光工廠」，乃為「產業」與「觀光」結合的創新模式，本市目前已有 9 家通過中央評鑑的優良觀光工廠（臺南家具產業博物館、立康中草藥產業文化館、港香蘭綠色健康知識館、 Sonispa 漾魅力音波體驗館、炳翰人參王國、宏遠紡織生態工業園、台灣金屬創意館、康那香不織布創意王國、隆田酒廠北蟲草文化展示園區）。
三、上開觀光工廠將傳統產業結合觀光旅遊的概念，利用工廠本身的環境、建築、文化、工廠發展與文物提供參觀，並加入實作體驗活動，具有教育性的功能，可以透過寓教於樂的方式發揮不同功效，所以適合親子共遊，也可做為戶外教育學習活動的項目，讓觀光工廠成為學生另一種實體學習活動。

四、為加強本市科學教育，南瀛天文館針對各級學生發展一系列生動活潑的參觀單元，於潛移默化中進行普適性教學，特別是配合中小學課程中有關天文及生態學部份進行延伸教育，希望藉由展示、視聽解說及觀測，以不同角度、不同媒體表達的方式讓學生能身歷其境，由參與中激發出興趣，以充分達到天文科學及生態教育成果，奠定學生基礎知識。
五、左鎮自然史教育館於 1997 年成立，為國立台灣博物館的分館，展示內容皆與台博館合作，大量化石、平埔族生活器具、古老農具…等。
六、爰此，請各級學校以每學期之戶外教育學習活動做一通盤規劃，以學生生活經驗出發，安排認識家鄉、本市歷史文化及產業活動為原則，由學校周邊社區開始，延伸至本市各區，以培養學生愛鄉愛土情操。
