主旨：為讓弱勢家庭之學童安心就學，請加強宣導代收代辦費之補助措施，請查照。
說明：
一、依據教育部國民及學前教育署 104 年 8 月 21 日臺教國署國字第 1040095797 號函辦理。

二、為落實國民教育法第 5 條規定，避免在學學童因家庭經濟因素及突發困境而輟學，適時給予經濟上之支持，特補助弱勢學童代收代辦費。

三、本案之補助對象為低收入戶、中低收入戶及家庭突遭變故經導師確認等三類學生，補助方式為中央-地方-學校之三級協助防護，辦理流程如下：
(一)第 1 級防護：學校層級
１、無力繳交代收代辦費學生由導師主動提報，或接受家長申請後由導師過濾確認。
２、導師初核確認後由學校彙整，學校尋求教育儲蓄戶協助。
(二)第 2 級防護：地方政府層級
１、學校經費不足時，提報所在地縣市政府申請協助。
２、縣市政府編列預算或募集社會資源協助。
(三)第 3 級防護：中央政府層級
１、縣市政府經費不足時，提報該署申請協助。
２、該署協助籌募經費並確保每位學生不因經濟因素失學。
 

四、本案補助原則為：
(一)經費不重複補助原則：排除政府政策已補助及私人機關補助或認養之學童。
(二)資源合理運用之教育機會均等原則：包含社會福利機制未能照顧之學童及因應家中經濟突發狀況之學童。
